Contract Specialist

Review requisitions and determine appropriate method of procurement (i.e. negotiation or formal advertising). Use this information (including applicable regulations) to prepare and issue solicitation documents. Review and analyze procurement requests for contracts for completeness, adequacy of scope of work, availability of funds, and follows compliance with laws, regulations and policies. Perform analysis of bids or proposals received and recommend award of contracts. Prepare contract awards, administers the contract through completion, and close out. Provide guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; or researching acquisition regulations, policies, and other documents to be able to operate at this level. To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR C. Exception:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. (You must submit supporting documentation of occupying a GS-1102 position since January 1, 2000.) Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
For GS-7:
Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:
preparing solicitation documents, contracting by negotiations (such as commercial off-the-self) or by formal advertising (such as sealed bids), analyzing bids/proposals, and recommending award of contracts after review. This experience provided you with knowledge of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations. OR You must have completed 1 full academic year of law school, or graduate education in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR You have a bachelor's degree with Superior Academic Achievement in a field related to Contracting, such as:

performing the sealed bid and negotiated acquisition procedures; and a limited range of contract types (such as firm fixed-price, cost reimbursement, Indefinite Delivery Indefinite Quality, and the required-clauses and special provisions) to plan and carry out the procurement and recommend award. This experience provided you with knowledge of the acquisition process with relation to the Service Contract Act, Davis-Bacon Act, and small business procurement opportunities; and of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations. OR You must have completed 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:
performing the sealed bid and negotiated acquisition procedures; cost and price analysis sufficient to review contract proposals and bids; and a wide range of contract types and complexities (such as various fixed-price, cost reimbursement, Indefinite Delivery Indefinite Quality, fixed fee or other cost type contracts, price changes, source selection, determination of competitive range, and negotiations with a competitive range) to plan and carry out the procurement and recommend award. This experience provided you with knowledge of the acquisition process with relation to the Service Contract Act, Davis-Bacon Act, and small business procurement opportunities; and of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations. OR You must have completed 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Equivalent combinations of education and experience are qualifying for grade levels GS-7, 9, and 11. The percentage of required education plus the percentage of the required experience must equal 100 percent to meet the total requirement for the applicable grade. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
